Hi place a military HQ but i never appear in game. If i try to put a other one the game tell me i can't because one is already present but if i try to put military building it tell me i can because no military HQ are present.

I can't see it in game.
I can see it in the city list.
I can see it on ship sensor.
I can't destroy it.

You can only interact with military buildings (including HQ) from the HQ tile.
