New style cities don't benefit from sector and empire capitals, causing them to receive abandonment morale penalties.

While on the subject of abandonment, please make the empire capital plus sector capital protection reset the abandonment counter rather than just suppress it.

I've also noticed this. It is unfortunate, especially now that new cities are the only ones which can be founded.

But new-style cities can't decay yet, so at most they will lose all their population. Which is then easily fixed by visiting it to improve the morale again.

Is negative morale effect even enabled yet?

Negative morale does not cause population loss yet.

This is fixed, pending next server update.
