New bases seem to require morale buildings that are not currently possible.

Didn't think military bases were even supposed to have morale.

Lounges and stores can be added to many buildings. They don't specifically have to be Cantinas or Retail Stores. They all get counted.

Lounges and stores in civilian buildings on the world now count for the base too, as if they are shared by both. They get double use this way; the morale of the city is not affected.
