The Foundation was the first major alliance in the third universe, and only existed for a relatively short amount of time. It played a substantial role in the Pan Galactic War - which ultimately caused its destruction.
Rise and Fall
Creation
This alliance was initially created by several smaller empires unifying under a single 'Banner Empire' - The Foundation.
The Foundation practically appeared overnight, leading several empires to question the appearance of a brand new empire that was already as large as the two main galactic superpowers, the PTMC and Tymas Confederation.
It was initially composed of only four member empires and arose simply as a mutual alliance to keep each other safe. It slowly grew to a much larger number of empires, which caused its sudden growth.
A few days later, the empire Duchy of Helvetia formally announced the creation of The Foundation, stating that their main goal was to promote stability, trade, and allowing relationships between empires to prosper.
Involvement in the Pan Galactic War
Shortly after The Foundation formed and had settled into its' role as a new galactic superpower, the galaxy entered a period of gross political instability which shortly transformed into The Pan Galactic War.
The Foundation claimed that due to Tymas Confederation's support of The Borg's attacks on the Rik'Tan Hegemony, as well as Tymas' piracy and espionage attempts against the various empires of the galaxy, The Foundation had no choice but to declare a state of war against Tymas, The Borg, and the Free Shipwrights of Hazeron.
The PTMC allied themselves with The Foundation, and they called for others to join them.

The Duchy of Helvetia had posted the war declaration after a council vote had been called[1]. A large offensive into the galactic core was conducted as a coordinated strike of the largest foundation empire members. However, the advance began to bog down in the Lorna region as Tymas Confederation was able to resupply its defenses from a Satellite Empire called the Free Shipwrights of Hazeron. As the Pan Galactic War progressed, Tymas ravaged the holdings of PTMC. Individual members of The Foundation not directly involved in the fighting began to sue for peace after the shift in momentum. While irritating to some members of The Foundation, mostly in the Rik'Tan Hegemony, this did not reduce the combat force fielded in the PGW. This was because the empires that bowed out had not contributed any forces to the campaign.
At this point, after nearly 2 weeks of heavy fighting, due to the sheer instability the galactic war caused in the fabric of the universe and the outbreak of a galactic pandemic, an official ceasefire between factions was implemented.
As the universe stabilised, the fighting never picked up again. During the time after the war, the Foundation members that were left finally abandoned the alliance, and then themselves were abandoned.
Politics
The Foundation was a representative government and an early form of what would eventually by tried in the Hazeron Commonwealth. The alliance was for technological advancement and mutual defense. Decisions were made based on a council, each empire had one delegate on the council. Simple majorities in this council decided the Foundation's political actions.
Succession
The Foundation served as a political third pole in a tripolar galaxy during its existence before The Pan Galactic War. It decayed into obscurity after many alliance members were either disillusioned by the combat system or driven away after being unable to cope with the outbreak of diseases in their empires.
A new form of galactic government, The Hazeron Commonwealth, very similar in structure to the Foundation arose during the Era of stability which followed after the PGW. This alliance benefited from galactic hegemony during its creation and became much larger than the Foundation ever was.
