All empires have a government. Each empire has one main leader, commonly referred to as the emperor, that controls everything. The emperor can however give other empire members permissions to help manage areas of the empire.

Government Offices

The Governance (F12) window's Citizen lists all empire members, showing their government offices, and the boss hierarchy.

Domains

The following list shows the chain of command of domains that can be held.

  • Universe - holds authority over all the galaxies in the universe.
  • Galaxy - holds authority over everything in the galaxy.
  • Sector - holds authority over all solar systems in the sector.
  • Solar System - holds authority over all worlds in a solar system.
  • World - holds authority over the world cities on it.
  • City - holds authority over only the city.

Title

Gender specific variations for each position can be given. On the user-interface window, the male and female variations of a title are separated using a slash.
For example, Emperor/Empress or Crown Prince/Crown Princess.

'Update 2015-11-06: Governance Does Not Work"
The current implementation of governance does not work.
Governance changed a lot. Not all ideas discussed on the forum were implemented. I think the result is workable; it can grow in a good direction from here.
  • Government types eliminated, including all related code to handle various kinds of succession.
  • Voting eliminated.
  • Request for government office eliminated.
  • Immigration policy now has only two choices, open or password. By Request and By Invitation types eliminated. Empires with either of those settings will change to password.
  • Government offices are defined by a set of policies that can be attached to people in an empire.
    • Title is an office setting. Every government official can have their own title of office.
    • Founder office is now defined as a set of these office policies. It used to reference an office type that is now obsolete. Founder office is granted to people who found cities who do not already hold a government office.
    • Governance domain (the places they govern) are defined in office settings.
      • Governance domain can contain a mix of different kinds of places: universe, galaxy, sector, solar system, world, city. It used to be restricted to only one kind.
      • Governance domains are not exclusive. Multiple governors can have the same places in their domains. Previously, each place could have only one governor.
        • The domain affects where you can perform certain actions.
        • Policies cannot restrict actions performed by players in a domain as this would be ambiguous if others also govern any of the domain's places. This is why policies like Right to Found Cities and Trespass Policy must be empire-wide and cannot vary across different governance domains.
      • Founding a city automatically adds the city and it's world to your governance domain. The world is needed to load officers from there.
      • Places have increasing value based on their type. Government Target Value is based on the sum of the value of all the places in a governors domain and the domains of their subordinates, recursively.
        • Shown on avatar web pages.
        • Value is a multiplier used when determining rewards for assassination missions.
        • When the emperor is removed from office for any reason, their immediate subordinate with the highest value becomes the new emperor. If there are none, then a citizen is chosen at random.
    • There is a setting to enable changing the flag. The UI to actually do this is not complete yet.
    • One and only one emperor is allowed. Other governors can also have the universe in their domain and all the same permission settings as the emperor, including the ability to revoke the office of the emperor.
    • Governor boss hierarchy is assigned by people, not determined by the places they govern. The hierarchy starts at the emperor.
  • Existing governance information was converted into this new format. It will be close but the boss hierarchy will not be right. You can work with it from there.
  • Offices are no longer lost due to inactivity online. You used to lose your office if you were off line for 30 days.
  • Citizens tab of the Governance window now shows the organization chart of the government, according to the boss hierarchy. Non-government citizens are listed after that.
  • Flag and empire name moved from policies page to the announcements page of the Governance window, since it is the first page to be seen.
  • This is new, barely functional. There are many ways to improve it. There may even be a bug or two.
