Empire policy window.

An empire's laws are expressed using policy settings. Each policy setting has their own permission.

Trespass Policy

Trespass policy determines what happens when a station or city detects a neutral station or city on its sensors.

This is used to automatically declare war on neutral empires that build a city on a claimed planet or within the same solar system.

Allow Trespass

Ignores neutral stations or cities.

Prohibit Trespass On Settled Worlds

Declares neutral empires to be enemy when their cities or station are detected at worlds where you have a city.

Immigration Policy

Immigration policy determines how easily avatars can become members of an empire.

Open

Open immigration policy permits any avatars to join the empire. Avatars see a list of empires that an open immigration policy.

By Password

Immigration by password requires any avatar wanting to join to know a password.

The password can be set by any empire member with the "Can change join and password." permission.

Right to Found Cities

This policy determines where empire members can found new cities. This only applies if the member doesn't have chain of command over the world.

  • Permitted on Worlds with No Cities
  • Permitted on Worlds with Enemy or No Cities
  • Permitted on Worlds with Neutral or Enemy or No Cities
  • Permitted on Worlds with Friendly, Neutral or Enemy or No Cities
  • Permitted on All Worlds

Rights Assigned to City Founder

The founder of a new city can be assigned some government permissions if they are not already in the chain of command of the new city.

Isolated City Debt Policy

Debt policy can authorize isolated cities to issue government debt to purchase essential commodities.

  • Prohibited

Once authorized, there are some requirements:

  • Seller must be from the same empire as the city.
  • City must not have any manufacturing processes producing the commodities.
  • Commodities must be food, air in unbreathable atmosphere, or used by a construction or manufacturing process in the city.

Zone Build Permission

With the zone build permission options, it is possible to allow other empires to found cities in resource zones controlled by the empire.

By default, other empires are not allowed to found cities in resource zones that already have a city, this simple allows for exceptions to that rule.

Contrail Color

The contrail color is simply an option to set visual color of spacecraft and space vehicle engine contrails.
