The star fleet academy provides soldiers with the training needed to become fleet officers and crew. Soldiers are taken from barracks to fill the homes of star fleet academies. They are then available for deployment as fleet officers and crew.
Officers and crew are loaded by spacecraft when the base air terminal is hailed.
Because a regular university also provides officers and crew, it appears that the star fleet academy is currently redundant.
