Yes, smaller designs take less resources. In fact, it looks like a military headquarters can be built with 38 stone...or wood planks. The main issue is unless you control a building, you will need to have your own source of materials, but I guess 4 runs of a quarry is easy enough.

Ok, I made something, a little more mundane then what ikkir has done.

It keeps telling me its outside of bounds on all sides. Should this just wait until things become more active with buildings or keep working on it? I guess I could potentially just build it with regular roads and use the new buildings for the ramps. Possibly using buildings as walls to prevent jumping over.

If we are understanding the new system correctly, yes.
This however seems to be impossible to defend against, so hoping there will still be locality or something preventing an instant capture...

Who are you talking to?
I don't think anyone has built a new-style city yet. There is still too many bugs.

It may come by surprise, but some people have experience they can use to extrapolate the missing information from availabe facts.

It doesn't appear that the airport and unfinished airport built on a moon within the same solar system are speaking to one another. After an hour, it never grabbed the materials while I was attempting to construct.

Assuming you mean old-style buildings? Did you make a broker?

Yes, the old style airport. Is the new resource connections for unfinished airport terminals only apply to new style terminals on the new construction tab?
