Update 2017-03-04 Finalize and Manufacture

Finalize Fail
Designs were failing to finalize due to a units conversion error. That is fixed.

Normalize Normals
Vertex normals get stretched when working on designs, causing dimming or brightening of the model. That is fixed.

Manufacture Fetch Bug
Manufacturing processes that needed more than a million units of a commodity were fetching huge quantities but only actually receiving a few. This was caused by a 32 bit rollover in the function that determines failure due to material quality. It is fixed.

Load Designs from Gear
Designer now loads designs from media you have purchased at the exchange.

Publisher Terms
Publisher terms for designs posted in the exchange are now fully implemented. If you discover a way to bypass those terms, please let me know.

It broke my heart to restart the servers today when twenty people were on line.

If no other major problems crop up, the servers will not be restarted again for a week.

No worries Haxus,

I am sure everyone understood.. sometimes things go wrong and more important is the great job you did fixing them. Now we all have something to play with and to be happy about. I think if you would have asked, the community would have agreed and after all, downtime was fairly quick.. No biggie... keep it up. ;)

Crimson wing is finalized and published, let me know if anyone finds problems with it as I cannot build it quite yet, waiting for ore runs.

It seems like the resource fetching bug still exists. After starting construction of design ID 2158003, the labor menu displayed that 1000 metal had been taken from the city inventory of 1.5 million metal, and on the next report the city showed a metal reserve of 400.

Are we sure this isn't caused by a 16bit limitation? 32bit should be fine since it can handle up to around 4 billion (unless I'm thinking of something else)
