Resource Patent Quality is horribly skewed

There is no workaround you can do on your own. But you can receive a better patent from another empire.

Also note that the quality of the resource doesn't limit you too much, it just means that spacecraft systems using it will be worse.

This is STILL happening as of 4/2/2019.
In this image, a planet with Q255 magmex, failing to research.
Scan verified by using ship's harvester to gather Q255 magmex, then sold to city. was able to update smelting patent using that, however still unable to update extractor patent.
