Ships Built In The Neutral Zone Are Hostile

The ship was built on an empire shipyard, yet upon mousing over the ship highlights a red name.
The "Follow Unit" command on the Mission Transmitter shows the stance of the spacecraft as "Enemy" and its empire "Neutral", despite being unable to damage it because of neutral zone laws.
Opening the door prompts "The door will not open" while locking it says "Only officers, crew and troops can lock or unlock the door."
The location is: Spacecraft Factory at 19.66°W 12.49°N, Sentinel of Xhotl, Xhotl Alpha IV, Xhotl(-3.5, 3.2, 1.4), Xhotl Sector (-1, -100, 1), Veil of Targoss.

Another player was having the same issue in the SoH galaxy.

Spacecraft manufactured were spawning as "neutral" (I assume they were empire 0). After he claimed the world, spawning spacecraft were correctly belonging to his empire.

I added some additional checks to prevent empire 0 from owning spacecraft.

Spacecraft factories will no longer permit purchase or commission of spacecraft for empire 0.

Spacecraft factories will not spawn spacecraft with empire 0 as the owner. A message appears on the panel, "Empire 0 Prohibited".

I located four spacecraft that belong to empire 0: 3 new style, 1 old style. I will destroy them.

It sounds like this might be an issue again. Manufactured spacecraft spawning with incorrect ownership.
I doubt it is limited to just the Neutral zone.

This is still an issue for new players that happen to not claim their world.
It is not limited to only the neutral zone.
