Buildings without capitals are entirely undetectable unless in their system and still function fully. They should still show up on the starmap in the same way that normal cities do, maybe labelled as "structures present".

Would help with re-locating some of the hidden bases I made too.
At the very least if the system has an airport the star map should show it.
